gnirehtet does not start on moto g42

Hi, do you know how I could solve the following problem, it turns out that I have a motorola Moto G42 cell phone and I can see that when I start gnirehtet I can see that when I start gnirehtet without first connecting it 3 minutes to the internet, it does not show the window to accept the vpn, but if I go and connect it to wifi for 2-3 minutes before and retry to start gnirehtet, if it raises the vpn window, it will show the vpn window. the vpn window, I have tried several phones and in this one it only does that, in the others it doesn't matter I never connect it to the internet, and it is not an alternative to connect it to wifi, since I can only work with it by usb and adb.
