No Windows installer

Install instructions for Windows says restart Orca Studio. Huh? Do I need to have another installed version for this to work? Or does this install something? If so, where is an EXE or MSI? I am interested in the software, not in becoming software expert. Just a Windows normie my guy, got to be easier than this.

Download repo ZIP Unzip Look for EXE or MSI file Become confused Reread README Get frustrated it does not help double click "build_release" Nothing happens Report lack of clarity as software bug

A zip file full of stuff that doesn't help me

Expected results

I have either a self-explanatory install file for Windows, or better instructions
