Latest version doesn't create visits anymore

Describe the bug With the latest version, I don't see many visits anymore. Often, even if many points are clustered close to each other for some time, no visit is created. Similarly, if I only have some points with no movement at all, no visit is created.

Expected behavior Previously (~1.9, was hit by #3133), visits were created much better - if there were some points without movement, I'd get a visit. It was maybe too eager, but no I don't get visits where I would have wanted them.
