PartDesign: Edges of planar faces of angled shape can't be filleted

Problem description

File (remove the .zip extension): Top Governer Braket.FCStd.zip

Of the 4 edges of the shaft only 2 can be filleted, one of which results in flawed geometry. Attempts to fillet the other two edges result in a warning: Fillet00x: BRep_API: command not done
