Configurable Option to Send Reminders Across All Companies

Description:
Currently, in Frappe HR, reminders (e.g., birthday notifications, work anniversaries, etc.) are limited to employees within a single company. There is no option to configure reminders so they can be sent to all employees across multiple companies.

Problem:

Organizations with multiple companies under the same ERPNext instance cannot broadcast reminders globally.

This creates inconsistency, as employees in one company receive reminders while employees in another do not.

Administrators must manually replicate reminder setups for each company, which is inefficient.

Feature Request:
Introduce a configurable option that allows administrators to:

Choose whether reminders should be scoped to a single company or across all companies.

Enable/disable global reminders at the system level.

Ensure reminders are sent consistently to all employees regardless of company assignment.

Benefit:
This feature will improve communication consistency across organizations with multiple companies, reduce manual configuration, and ensure employees do not miss important notifications.

Example Use Case:

A group with Company A and Company B wants birthday reminders sent to all employees across both companies.

Currently, this is not possible without duplicating configurations.
