Simple user can delete other's reactions

Observed behaviour

When looking at reactions to a message, i saw this.

I doesn't make sense since i'm not admin or mod of the community. And strangely, not all chans of the said community are affected. Admin says they can't do anything about it so i might be a bug.

Reproduction steps

1. Open a "reactions" window.
