admin not notified of pending account approval

Summary

Instance configured to accept user registration with admin approval : there is no way for the admin to know a user registered and is waiting for approval.

Changed the instance to open registration : user can log in, but still nowhere does it tell the admin that a new admin was created. The user list is empty until the id/name is added to the search option.

There is no email sent to the admin saying there is a new user nor does the user appear in the admin panel except if search with the user id / name. There is no log page with the information of who joined, is verified or approved that I could find.

Steps to reproduce

1. Create new instance
2. Create admin user
3. Select "admin approval on new users" in settings
4. Create new user
5. User receives email for verification, user verifiesemail , goes back to fluxer and gets message : The account is pending approval.
6. Nothing happens on the admin's side. There is no user in the list (except if know id/name), no email received to say a new user registered and is waiting approval.
