[Bug]: When adding a panel using the + button in the panel sidebar, the width value may not be applied

Bug Summary

#1744 と同じだと思われますが、かなり前の報告のため再オープンします。

パネルサイドバーから直接パネルを追加する際、パネルの幅を 0 に設定できない可能性があります。

Reproduction Steps

1. パネルサイドバーを有効にする
2. パネルサイドバーの + をクリックする
3. 「パネルの幅」を 0 にして追加する
4. 追加したパネルを開く

Expected Behavior

追加したパネルはグローバル値の幅で開きます。

Actual Behavior

追加したパネルは幅 450 で開くかもしれません。
