Torch version error while using python 3.12 & 3.11

" ERROR: Could not find a version that satisfies the requirement torch==1.13.1 (from versions: 2.2.0, 2.2.1, 2.2.2, 2.3.0, 2.3.1, 2.4.0, 2.4.1, 2.5.0, 2.5.1, 2.6.0, 2.7.0, 2.7.1) ERROR: No matching distribution found for torch==1.13.1 "

I need to use it along with 3.11 or 3.12 but looks like its not a debate :)
