[BUG] WiFi icon missing when WiFi off/disconnected - can't join new hotspot without auto-connect

Description

WiFi icon in toolbar only shows when connected. After disconnect it shows earth icon. When WiFi is OFF there is no WiFi icon. Turning WiFi ON with no saved network does nothing — no available list, so new hotspot can't be joined unless a saved one auto-connects.

Env: Seelen v2.8.5, Windows 11 latest.

To reproduce

1. Turn WiFi OFF -> no WiFi icon.
2. Turn WiFi ON with no saved network -> still no icon/list.
3. Only auto-connect to known SSID brings the icon back.

Expected

Always show WiFi state icon and scan for available networks right after enabling WiFi.
