Feature: Add hover previews for cross-referenced EIP links on the website

On eips.ethereum.org, when you read up an EIP, it often cross-references other EIPs by number ("gas that exceeds EIP-7825"), and if you don’t know the number, you have to click the hyperlink or look it up and all you really need is the title of the EIP ('Update state gas costs'). It would be useful to have a small hover/preview card if you hover around the EIP link. Some examples of similar behaviour (but not quite this):
google docs now replaces docs links with the title of the doc telegram/whatsapp show a preview card when you send a link.
