raddbg --ipc bring_to_front has no effect

bring_to_front is not working for me. It just doesn't do anything, raddbg stays in the background.

A few releases back (not sure which exactly, but it's been a while), running ipc commands such as run would bring raddbg to the foreground, without needing to call bring_to_front explicitly. At some point, when I upgraded to a more recent release, that stopped working, and calling bring_to_front had no effect either.

Today I'm trying the 0.9.21 version and the issue is still there.

I don't think I have anything particular installed on my Windows that could interfere with window management, it's a pretty vanilla installation (Windows 11).
