Add a way to access the ship info panel from directly within the outfitter

Problem Description

The ship info panel currently displays a summarized version of the ship's attributes as seen in the outfitter, but also has the added functionality of allowing you to move which hardpoints your weapons are located within. There is no where else that you're able to move around your weapon hardpoints. This means that if you just installed weapons on a ship and want to adjust their positions, you have to leave the outfitter, open the player info panel, find the ship you just modified, and then adjust the weapons from that ship's info panel. Then if you want to change the outfits again, you have to back out of that and go back into the outfitter. It'd be much cleaner if you could just jump into a ship's info panel directly from within the shop.

Desired Solution

Add a button to the shop, probably next to the thumbnail of the currently selected ship, that opens the ship info panel.

Alternative Approaches

Idk. Maybe finish #4215 and just include a hardpoint arrangement GUI into that.
