Mission "Remnant: Learn Sign 1" does not trigger

Describe the bug

Mission "Remnant: Learn Sign 1" does not trigger although all preconditions are met according to save file. Landed 40+ times on Caelian and hit the Spaceport with no luck. Also tried to edit the mission in the data file and removed "random < 30" to exclude the rng, but that doesn't helped.

Steps to Reproduce

1. Load save file
2. Land as often as you want on Caelian and hit the spaceport until you give up

Expected Behavior

To trigger the mission at some point.
