iphone握手失败

Describe the bug 创建一条tcp隧道承载https流量（域名解析的隧道此问题依旧），通过Windows11访问能正常打开网站，但是通过iPhone打开，提示：无法与服务器建立安全的连接。通过抓包分析：iPhone上的client hello默认是tlsv1，而通过Windows11访问client hello默认的是tls1.3，使用openssl命令测试，也没有问题，只有iPhone上访问出现无法握手的问题。
