AI First: Tool call tooltip is partially visible

Bug Description:

Hi, When using the AI-first perspective view and a tool call with many args, like web-search, sometimes the tooltip is rendered on the left side, where only a small part of it is visible. Another issue is that when it is rendered on the right side, it is not a good UX to be far from the tool call!

Steps to Reproduce:

1. Use AI-first
2. Enable the tool search for OpenAI or Anthropic provider
3. Let it search something on the web
4. Check the tool call tooltips in different UI layouts, like when the left panel is closed or opened...
