perk desert rat

as far as i understand the script the perk "desert rat" is never reached since it needs a min10 value for water to be reached which is impossible since you deied 9 steps earlier

is that intentionaly like embryonal ,waiting for use or is it reduntant like old only to be read invane and insane? if waiting for a solution perhaps the SM should affect the water volume while waiting in world state /events if 1 step is 1 water then 1 worldwait is 1% water 10 water is 1000 worldwaits this means if you do nothing the character will die and lose everything new on the map new problem is the last step to "A" a +1% or a -99% of water ?? IF this is a solution for a none inclueded question ?? cheers
