A way to reject dust tx's from being accepted by address(s).

Additional Context There needs to be a way to reject / prevent dust tx's from being accepted by owned addresses.

There is an epidemic of dust tx's being sent to peoples addresses for various reasons and there needs to be a way to prevent these tx's from being accepted / spent.

As an example. You withdraw coins from an exchange and then you are sent an anonymous dust tx. Then everytime you spend any of those coins or move them to another address, they are followed with another anonymous dust tx to the new address or to where they were sent.

I know for me, I don't want these dust tx's and neither do exchanges who are getting them also.

Exchanges are dealing with the same problem.

The only solution currently is using coin control and ensuring you don't spend those dust tx's but that's not a viable solution.

One issue I ran into was when I sent a tx, an anonymous dust tx was also propagated and sent to the same receiving address and reached that address before my tx did and it caused a conflict at the destination where the dust tx was accepted and my tx was rejected and I had to wait for it to be manually approved and accepted.

Seems as if somebody is targeting exchange addresses and then when coins are sent from an exchange address, they dust the receiving addresses.

Seems most of the dust is being propagated from doggymarket addresses and it began on January 20th (inauguration day) which is probably not a coincidence.
