Filling popover should be minimised in the beginning

Right now when I start filling a form, the popover is open from the beginning and hides almost the entire document in some cases. It would be nice to (optionally) have it start minimised, so that the person filling the form can first read it before signing it. It should then pop up as soon as the first fillable field is tapped/clicked.
