Support for the Containerization Framework on macOS

Background:

Containerization Framework is a new way supported by Apple to run Linux containers on macOS. Apple also releases a command line tool similar to Docker. See https://github.com/microsoft/vscode-remote-release/issues/11012

It is rumored to have better or comparable performance than docker desktop or orbstack
