Allow configuration of persistentVolumeClaimRetentionPolicy on Dapr Scheduler

In what area(s)?

/area scheduler

Describe the feature

Allow configuration of persistentVolumeClaimRetentionPolicy on Dapr Scheduler statefulset.

This option allows the lifecycle of PVC created through the statefulset to be configured.
This is useful for testing ephemeral infrastructure, to allow dapr-scheduler PV to be cleaned up on environment teardown.
