Animated WebP playback is too slow

1️⃣ Steps to reproduce

1. Open the sample .webp file in ImageGlass
2. Compare playback speed with other programs (I tested vs Firefox, Edge and Googles own vwebp.exe file viewer)
3. Observe the playback speed difference

2️⃣ Actual behavior

WebP plays slower than 24 FPS

3️⃣ Expected behavior

The WebP file should play at constant 24 FPS (41 and 42 ms/frame)
