`crossplane render` command throws cannot start function runtimes error

What happened?

crossplane render command sometimes throws a error: cannot render composite resource: cannot start function runtimes: cannot start Function "function-auto-ready": cannot create Docker container: Post "https://docker:2376/v1.51/containers/create": context deadline exceeded or error: cannot render composite resource: cannot start function runtimes: cannot start Function "function-auto-ready": container "" has no published binding for port 9443. Note that the function throwing the error will change but the error message stays the same.

This is error is rare (1 in 100) however as we run the render command a lot via a script (>50 times) we see this error often.

How can we reproduce it?

Run a render command in a while true block and eventually it will throw an error
