WEB: device pairing required & docker: gateway connect failed: GatewayClientRequestError: scope upgrade pending approval

Running this Docker image(coollabsio/openclaw:2026.5.7) on Windows 11, after troubleshooting numerous issues, I'm stuck on the pairing problem.

1. The web application displays the error: device pairing required (requestId: xxxxx)

2. Executing the command openclaw devices approve inside the Docker container results in the error: gateway connect failed: GatewayClientRequestError: scope upgrade pending approval (requestId: xxxxx)

In other words, I lack permissions on both the web and container sides, leading me into a licensing dead end. I don't know if it's a problem specific to me or if both are experiencing this issue. I'm at a loss. I've successfully deployed using the official image...
