"Everything is up to date, there is nothing to compile"

Issue

when I did try to compile only thing I see in my terminal is "Everything is up to date, there is nothing to compile"

Steps to Reproduce

Didn't get what this tryna say

Expected Behavior

I do expect to compile and built the json file in build folder

• npm version (npm --version): 6.14.18
