running alacritty.exe as a task makes hotkeys no longer work

Alacritty captures hotkeys before conemu. if I click on the title bar (so alacritty is no longer active), the hotkeys work fine, but as soon as I stop (with Ctrl+Tab) on the Alacritty tab, Ctrl+Tab no longer switches tabs

as a workaround, I enabled Win+Tab to switch tabs, which gets the job done for now, but I'd like Ctrl+Tab to work instead, as it should

how to reproduce:

• open alacritty.exe as a task
• hotkeys no longer work (not even Win+Shift+P to open settings) when alacritty tab is active

I think this issue applies to other GUI applications too that are not console shells, not just alacritty. this one is just the one I encountered. if I enable "buffer height mode", I see this (and shortcuts work properly because the gui is no longer visible/active):
