Support non-US layout keyboards for Web UI shortcuts

Summary

The web UI has shortcuts, with the biggest list on the builds page:

These shortcuts only appear to work on keyboards with a US layout. Non-US layout keyboards don't trigger the shortcuts at all.

Steps to Reproduce

Use a non-US layout keyboard and try to trigger the shortcuts on the build page.

Expected Results

Non-US layout keyboards should be able to use the shortcuts.

One question I do have; does it make sense for the vim-like shortcuts to work on non-US keyboards? I'd guess not since the key positions are completely off depending on the layout.
