[feature] Add package_ids to lockfiles.

There was a discussion about adding PREVs to conan 2 lockfiles in the docs repo. This ticket is to ask for package_id locks (not PREVs).

I understand the conan 2 logic behind not requiring package_ids, but at the very least it would document the build precisely. Maybe there is a workaround?
