weird error preventing composer from working properly

Whenever I try to install packages with composer, even when running Laravel Herd, I get this weird error:

curl error 60 while downloading https://getcomposer.org/versions: SSL certificate problem: unable to get local issuer certificate

Any ideas how to fix this so I can use it?
