[BUG] 代理按钮点击开启后自动恢复关闭原因应该是ProxySettingsPerUser注册表问题需要兼容这种设置

[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\CurrentVersion\Internet Settings]
"ProxySettingsPerUser"=dword:00000000

这个ProxySettingsPerUser设置存在且=0的时候, 代理设置是在hklm中

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings]
"ProxyServer"="127.0.0.1:7897"
[HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\Windows\CurrentVersion\Internet Settings]
"ProxyServer"="127.0.0.1:7897"

如果ProxySettingsPerUser不存在,或者非0的时候是在hkcu

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings]
"ProxyServer"="127.0.0.1:7897"
