[BUG] 配置中GEO规则较多时，首次启动失败

问题描述 / Describe the bug

• yaml配置文件中，GEO规则比较多时，首次打开软件，启动会失败。

• 而上一次退出软件前，选的配置是 没有较多GEO规则的配置，或者常见机场配置（几乎都是域名匹配规则），首次启动正常。

对于GEO规则比较多的配置，首次启动失败，可以通过先切换到GEO规则少的配置，让其正常化，然后再切换回GEO规则多的配置，后继可以正常使用。

我的判断是：首次加载，GEO规则比较多时，加载超时？内存占用过多？导致了这个问题。
