[Bug] generateDocumentOutline does not work without generateTaggedPdf for creating bookmark/index in the PDF

When using the generateDocumentOutline option, the bookmark/index for the PDF no longer gets created unless generateTaggedPdf is also set to true.

I believe the issue was introduced somewhere between:
