Accessibility Enhancement Request: Audio Progress Cues for Blind Users During Installations

Is Your Feature Request Related To A Problem? Please describe.

Yes it is a problem because the installers that are being downloaded are not providing any cues of any kind for installation or progress.

Describe The Solution. Why is it needed?

The reason this feature is needed is again because we are unable to gauge whether the installation has stopped has it errored out has it gone loopy or crazy?

User Story

You have a blind dev who is downloading Stawberry Perl the installation doesn't talk and yes he could do "perl -v" to get the version afterwards but even I tried that and I was unable to get the version of Strawbery Perl because I didn't know whether it was installed or not.

Additional Context

I feel like this could be expanded in the future to cover many other progress bars that you guys may run in to when downloading things or uninstalling or installing or any other places where a progress bar could be useful. I am not picky I just would love to see this feature.

Acceptance Criteria

The reason this should be accepted is because as a first and one of the only two command line tools that works like it is supposed to for people who are blind needs this to enhance situational awareness when it comes to installing apps and also when doing silent installs this would help us to know what is actually going on. Please ask for further if you need me to refine this more.
