Add default licence setting for channels and/or accounts

The instance I currently use selects a creative common license by default which I sometimes forget to change.

Describe the solution you would like

Letting a full account and/or channel choose the license to default to would help prevent this issue. If both aren't feasible, then configuring this on the channel level would make more sense in my opinion.
