[feature] Comment on issues when packages are released

semantic-release-action has a feature whereby once a commit which solves an issue by number is released to the package registry, the action comments on the associated issue thread to notify the user.

To my knowledge, as of now there's no package which provides this feature for monorepos. This would be a "nice to have" feature for changesets.
