Assigning controller buttons as Hotkeys not working

Current Behavior

Assigning buttons as hotkeys on my 8Bitdo SN30+ Pro controllers (I have 2) does not work even though they are shown as assigned according to the Hotkey settings dialog. Assigning keyboard keys works fine.

Using Vulkan on Cemu 2b39938d

Expected Behavior

Start and Select buttons on controllers should be able to be used as hotkeys in Cemu.

Steps to Reproduce

1. In Cemu go to Options -> Hotkey settings
2. Assign Toggle Fullscreen or Exit Application to the Start or Select button
3. Test if if these hotkeys work.
