Label issue with notification rules

Question and Steps to reproduce

目标：mysql的告警单独callback 第一遍配置：第一个规则有mysql = true，第二个没有配置标签，结果第二个通道收到了所有告警，看来不是漏洞模式 第二遍配置：第二个规则加了mysql != true，结果第二个规则没有发出告警，从告警事件的通知记录查看详情确实没有

AI了一下结果如图，这算是bug吗？后续有调整计划不
