【Requirements for new features】Modifying and customizing the base time （which is always the current time now）

As depicted in the title, users may want to assign the base time by themselves. One user case is that I know about the early-rejection time and I may make plans for the incoming conferences. It is convenient to set the base time to the early-reject time.
