Nextcloud Talk Bot API Support

The idea

Add support to the existing Nextcloud Talk provider to send notifications using the Bot API.

Use-case

This would allow for notifications to be sent via a Nextcloud User, and the new Nextcloud Bot feature

Proposed change

• An additional URL syntax, similar to existing just without Room ID

• Would this be a breaking change? No
