[az][gui] No confirmation prompt when disabling a zone with running VMs in it.

Describe the bug The specs indicate that force-stopping VMs could result in their corruption, and therefore, before disabling a zone with running VMs in it, the system should ask the user for confirmation. This is done in the CLI, but not in the GUI.

To Reproduce How, and what happened?

1. From the GUI, disable a zone with running VMs in it.
2. No confirmation is asked.

Expected behavior Same as in the CLI, system should asks the user for confirmation.
