Publish wheels for python 3.12, 3.13 and 3.14

Precompiled pybullet wheel is currently only available for CPython <= 3.11. Using pybullet with newer python versions requires compiling it from sdist which consumes much compute power each time. We have currently uploaded precompiled versions to our internal PyPI to speed up the process, but I would prefer to get pybullet from the upstream PyPI.
