[Bug]: Top-Up Invoices didn't work for LN with Blink backend - LNURL got disabled

What happened?

I had a store setup that worked with older versions and allowed my users to pay with LNURL top-up invoices. After the Update to 2.4.4 I re-enabled Top-Up invoices and LNURL-Withdraw/NFC payments but it still didn't work.

Had this in the Invoice details:

BTC-LN: Payment method unavailable (Impossible to create lightning invoice (Blink lightning-address connections cannot create an amountless (top-up) bolt11 invoice. This is expected: BTCPay falls back to the LNURL payment method for top-up invoices, where the payer chooses the amount in their wallet.))

After checking again I noticed that LNURL was disabled. Not sure what caused this change. I don't remember having done this myself.
