Rewriting Installed Plugin List

The current list of installed plugin is complicated and confusing. I believe it should be a table similar to what we have everywhere.

Upload plugin should be a button at top right of the page in the sticky header.

We should just be able to see the name of plugin, version, whether it is disabled, marked for being disabled, marked for being updated, if there is a update available.

Maybe a "Update all" mass action.
