CEL Expression Support for MaxPods, KubeReserved, and SystemReserved

What I'd like:

Similar to how in AL2023, nodeadm allows users to pass in a CEL expression for MaxPods https://github.com/awslabs/amazon-eks-ami/blob/main/nodeadm/internal/kubelet/eni_max_pods.go, it would be very useful if the same were able to be expressed in bottlerocket.
