"Block account" dialog doesn't say what account is being blocked

Describe the Feature

When an account is about to be blocked via posts or their account, the header for the modal says "Block account?"

It'd be more useful to explicitly say, "Block [handle]?" as the main header, so I know I'm not blocking someone I don't mean to block.

Additional Context

• Long handles should likely be truncated, but how is up to y'all discretion considering the domain bit at the end (e.g. "@reallylonguserna...bsky.social?")
• The rest of the copy is good as-is to me.
