I noticed a behavior that I'm not sure is a bug or intended, but for example, when I reply to an issue on GitHub, if the issue doesn't have at least the ISSUE and one more comment, the writing assistant doesn't appear.
Is this behavior normal? Shouldn't it always be shown? Even if you are just about to open an issue from scratch?
