Why does bepinex almost never generate the files?

What happened?

Basically whenever i use bepinex for to mod a game it never generates things like the plugins and config, while it has worked for atleast 1 game, it never works for other games. Why is this? Should i use an older version which doesn't have this bug/issue? Should i just make the modding files myself? Btw im on an m2 macbook
