Merge the Requester and Proxy extensions

The Requester and Proxy extensions are separate extensions. They share models and potions of the Admin UI. The Proxy depends on the Requester.

Merge them into one Proxy extension.

Ensure the configuration file allows users to enable the extension, but disable the proxy server component.
