### Is your feature request related to a problem? Please describe.

Currently, on category pages, the category description is rendered at the top of the page directly above the product listing. When a category includes long-form, SEO-focused copy (1,000–2,000+ words):

  • Products are pushed far down the page, requiring excessive scrolling before users see any catalog items.
  • On mobile viewports, the user experience suffers significantly, leading to higher bounce rates.
  • Even if placed at the bottom, an uncollapsed 2,000-word block pushes the footer and pagination too far down, creating visual clutter.
### Describe the solution you'd like

Introduce admin configuration settings (either globally under Configure -> Catalog or per category edit screen) to give store owners full control over description positioning and truncation:

  1. Position Setting (Top vs. Bottom)
    • Top: Above the product listing (current default).
    • Bottom: Below the product grid and pagination (keeps products immediately visible above the fold while retaining crawlable SEO text).
  2. Collapsible / "Read More" Panel (Applicable to Both Top & Bottom)
    • Add a toggle setting: Enable Collapsible Description (Yes / No).
    • When enabled, apply the collapsible behavior regardless of whether the description is positioned at the top or the bottom:
      • Truncate the content to a fixed preview height (e.g., 120px–150px or 3–4 lines) with a CSS gradient fade-out effect at the bottom edge.
      • Include an interactive "Read More" / "Read Less" button to expand and collapse the full text smoothly.
      • Ensure the markup remains fully present in the DOM for search engine crawlers (using CSS height/overflow toggling rather than lazy-loading or removing HTML nodes).
### Describe alternatives you've considered

Manually overriding Blade template files (packages/Webkul/Shop/...) and injecting custom CSS/JS per project. Having native admin settings standardizes the UX across themes and prevents template overrides from breaking during core updates.

### Additional context
  • SEO Impact: Preserves full indexing of long-form category guides and rich text without compromising UX or mobile core web vitals.
  • Suggested Configuration Path: Admin -> Configure -> Catalog -> Products/Category -> Category Description Layout
