Introduce Native Shipping Zones with Region-Based Shipping Methods and Location Matching (Similar to WooCommerce)

Bagisto currently provides shipping method configuration and shipping origin settings, but it lacks a native Shipping Zone management system.

As a result, merchants cannot define geographical regions and assign shipping methods based on customer location without implementing custom development.

This limitation becomes a major challenge for businesses that operate in multiple cities, states, countries, or delivery regions.

For example, a merchant may want to:

Offer Local Delivery only within Delhi. Charge ₹50 for Delhi NCR. Charge ₹100 for nearby cities. Hide Local Delivery outside the service area. Offer Express Shipping only in selected states. Enable Cash on Delivery only for specific locations. Restrict delivery to selected postal codes.

Currently, Bagisto does not provide a centralized mechanism to configure these location-based shipping rules.

Instead, merchants must implement custom shipping carriers, custom validation logic, or third-party extensions, increasing development effort for functionality that is considered standard in modern eCommerce platforms.

Introduce a native Shipping Zones module similar to WooCommerce.

A Shipping Zone should represent a geographical delivery region where one or more shipping methods can be assigned.

The module should allow administrators to create unlimited shipping zones and define matching rules based on multiple location levels.

Each Shipping Zone should support matching by:
